Who Can tie down three leads

So I have a general question. I work for a power utility but in Telecom Engineering. We have several radio towers. Our radio engineer is orchestarting a tower light replacment and upgrade project.

Initially, he had hired a tower company which we have worked with previously to change out or place new conduit, wire of suitable size and the new lighting fixtures. Now the towers have a feed to them that ends in a junction box on the tower. A single 120v circuit is there wit a black , white and green conductor. Got the picture?

OK here is the question the radio engineer wants the tower maintenacne comapny personnel to wire nut the feed leads to the new wire going up the tower. The conduit will end in the junction box. The issue is that the tower company does not have a licensed electrician in their employ. My argument is the simplicity of the circuit doesn't matter we need to have a licensed electrician. The radio engineer is feeling that he doesn't need to.

depending on state laws a license is required for even the simplest of electrical tasks. doesnt matter how easy it is if its electrical work then a license is needed. not sure on your laws in the state you work in
