And an inspector may want a permit for each company pulling wires on that job.

I have no problem with that. My scope on my application is what I get inspected for. If HVAC is not qualified to do that work and does it anyway -it then becomes his problem and not mine. Now if he wants to pay me to make it my problem-- that is part of what my business is all about, but it is a separate job/contract/etc at that point in time.
