Whole house generator/ Emergency disconnect

Correct me if my missing something. If the Emergency disconnect is shut off, won’t the generator start and provide power to the dwelling?

All the ATS i install have a label that you fill out showing where the gen is located.

And the generator is required to have an external shut off switch.
