Most of the residential panel manufactures sell a two pole plug in TVSS.

The only problem with their residential products is that they dont accomodate a flush mounted panel.

As Brian suggested, if the panel manufacturer makes one it is usually one of the best ways to go. The shorter the leads to the suppression unit the better it can protect, and in the panel allows that.
All other things being equal, mere inches matter, as far as I know.
