Why 119VAC volts appearing on Neatral

When I float my 2 prong input power plug for my JVC 15 inch TV, I am measuring 109-119VAC on the Audio/Video input Jacks as well as the Antannas input Jack. My supply is 230 VAC. and my TV says on the back that it accepts 230-110VAC 50/60Hz...However, If I go through StepDown Transformer, no 109VAC voltage appears on these Audio/Video Jacks which is causing a nasty Shock when ever Iam grounding my TV with my Body...Any eplanation in circuits language what is happing with the Input tv transformer wiring?

I would not bet your life on it,
but this sounds like you need to ground the chassis.

That is something we had to do in the 50's with ham radios.
I assume that you have stopped using the Finger Volt Meter,
and are going to use a UL approved Voltmeter.
I assume, for the moment, that you are not a DIY person.

First try turning the two prong plug around the other way, rotate it 180 degrees.
If there is still a Voltage reading,
then try grounding the voltage with a Light bulb in a two wire festoon socket.
If the bulb lights,
then you have a short, which is dangerous.
If the bulb does not light,
then you probably have leakage or induced voltage
which can be grounded off safely
with a dedicated green wire to a water pipe or the circuit ground.
I assume you have a circuit ground wire!

The antenna jacks are connected with very small capacitors. These pass the very high frequency TV carrier frequencies, but are basically an open circuit at 60 Hz. So you can't believe any reading a high impedence voltmeter gives you when you measure the voltage at these jacks.

There is a certain value of resistance and capacitance that is supposed to be placed across the voltmeter while measuring voltages on external parts of TV's. I can't remember exactly what they are, but try putting a 100K resistor across the meter.

I also can't remember what the allowable limit on voltage was for this measurment, but I think it was something like 1 volt.
