Why 5 ohms ground resistance?

I have a new water pumping station that specified 5 ohms ground resistance for the grounding system, with a ground ring, ground rods, and a Lyncote chemical ground rod, and a ufer ground.

Ok if it is specified and using all the electrodes you listed, there should not be much of a problem achieving 5 ohms. Sounds like a telephone office spec to me, at least those are methods I have used to get 5 or less. Did you mean Lyncole?
