Why are receptacles required temporary electrical installations with electrical cord

I have a question on the requirement for the use of enclosure receptacles when electrical cords are used for temporary equipment. I have a situation where the equipment is expected to be run continuously until the project is complete. Therefore I have no need to unplug any of the electrical cords until the equipment moved to the next project, which has been up to three years. It seems that a more safe installation would be to hard wire the electrical cords into terminal strips installed in the electrical enclosures. Is there a reason why the code requires the enclosure receptacles other than for ease of equipment movement? Would an AHJ be receptive to an exemption to the enclosure receptacles?

i think they do this because it classifys as a temporary disconecting means or just as a means of disconect. dont quote me i am just a journeyman could be wrong
