Why would you install a 20amp GFCI receptacle on a 14/2 romex with a 15amp breaker?

I could see running 12/2 romex, putting it on a 15 amp breaker and using 15amp devices but I’m at a lose for why someone would instal a 20amp rated device on a 15amp circuit.
 
Any "15A" recept can physically handle 20A, the only noticeable diff is recept face.

Std 5-15r does not mean it's limited to 15A, not by face, and not by the unknown wire it connects to. Example, most resi's have plenty of 5-15r's on 20A BC's running 12/2. That 15r will handle up to 20A load. NEC has no idea what gets plugged in.

A 5-15r on a 20A BC, yet you cannot pigtail to the "15r" with #14 wire.

Why doesn't NEC say to use 20r's if the BC is 20A, and use 15r's if the BC is 15A ?
