I could see running 12/2 romex, putting it on a 15 amp breaker and using 15amp devices but I’m at a lose for why someone would instal a 20amp rated device on a 15amp circuit.
Unless it's a single receptacle on an individual branch circuit. You shouldn't. The 20a receptacle configuration indicates that the circuit is capable of supplying 20a.
Who are you asking?Why?

You can put a single 15a receptacle on a 20a circuit?Unless it's a single receptacle on an individual branch circuit.
No but you can use a 20 amp single receptacle on a 15 amp individual branch circuit. You can put a single 15a receptacle on a 20a circuit?![]()
But, why?No but you can use a 20 amp single receptacle on a 15 amp individual branch circuit.
That's why you always need three on the truckWhy?
You're 45 miles from the nearest 15 amp GFCI and have already used up the two you normally stock on the truck. Mmm let me think about this a minute.
The rating of a single receptacle on an individual branch circuit can be higher than the rating of the branch circuit. But, why?
Yes, like a 50-amp receptacle on a 40-amp circuit for rangeThe rating of a single receptacle on an individual branch circuit can be higher than the rating of the branch circuit.
