wiing under concrete

I am working in a construction site and we need to fix "small watt" bulb
all over a concrete core wall as a decoration.

But we have forgot to put conduit at casting stage of core wall.
Now chipping the wall is only solution.But civil guys not allow
to chip more than 15mm,But available size of conduit is 20mm(3/4inch).

Any suggestion to solve this wiring problem.Please find attached a sample
of how "small watt lights" fit into wall.

This question bothers me. I kind of have the feeling that only part of the situation is being told.

I cannot imagine that anyone is going to let random electricians chip out structural concrete to any depth and replace it with conduit without a serious inspection process as part of the deal.

It seems to me like the purpose of embedding it (at least in part) is to hide it. How do you plan to repair the concrete you chiseled out so it looks nice?
