Where in the code book does it talk about sizing your wire to the minimum on the nameplate and sizing your breaker to the maximum?

I think you need to more clear. What are you specifically asking. The NEC doesn't state you must size the breaker at the max. at least that I know about.

The answer to your question may be in NEC 08 440, perhaps elsewhere
most likely what Buck states. Are you referring to HVAC equipment ?

If you are talking about an Air Conditioner, then look at 240.4(G) and 440.6
