If this is a cord, it would be brown and blue would be the nuetral. If this is not a cord, both would be "hot".

With regards to machinery wiring, NFPA79 specifies blue to be dc+ and WHT/BLU as grounded dc.

If I had to choose I would choose brown for the hot.I cut open a factory made cord to a computer the other day and the hot was brown and the neutral was blue,,,,,,,,go figure.

Have seen many "appliance" cords with a light blue being used as the grounded conductor & a brown hot & a green/yellow stripe EG. I always thought of these as non-domestic type cords.

But NEC has, for several editions, acknowledged the light blue "neutral" in appliance cords. 400.22

I'm sure most have noticed the ridges or grooves on the outside of domestic type cords. Again 400.22
