Wire derating

I am upgrading from a 100 amp to a 150 amp service.
The panel is located in a closet. We were told it had to be relocated outside.
I am going to use the old panel as a j-box. The pipe which fed the old service wires is an 1-1/4 dia. and is 3-1/2 to 4ft. in length. I need to derate the branch circuit wires that will now go into the 1-1/4 conduit to the new panel located outside. A city of Clearwater, FL said to use 10ga. wire for all the circuits. The house is located in the Town of Clearwater, i don't think that inspector totally agreed with that. What should i do?
 
Even though you are tied to electrical installations as an observer (being a Home Inspector) you are not an electrician, so I would suggest you contact a local EC to assist you.
