Wire for Pole Mount Lightning Arrester

I was looking at an installation today and I should have gotten a picture.
Install was a pole mounted transformer; in particular the lightning arrester. The ground side of the arrester was connected to the pole grounding wire with what he called "transformer lead wire".
It was a solid copper 8 or 10 awg, with a thick (maybe .25" or more from conductor to cable OD) black insulation. It was definitely not as stiff as solid 10 THHN.
Does anyone know the proper name?
 

sort of lost me on the bottom side of the arrestor being covered. We use bare solid #6 for grounding arrestors, and the covered wire we use for the XF leads, sometimes #4, depending on the size of the XF.
and what’s on the truck.
Its a huge job to strip and the guys hate it..

This contractor said he likes using it on poles when wiring gets busy. It included a recloser with isolation cutouts on either side and a bypass switch in between.

We use the coated wire on all installations along with wildlife covers.. it helps with the suicidal squirrels flashing over on the pole and burning up equipment..
