Wire Nuts in NEMA-1 Junction Box - C1 D2 area

Looking for some assistance here. I don't believe a junction box with wire nuts are in violation if in a NEMA-1 junction box. Since they are considered non-arcing? Is this correct? This installation is in a Class I, Division 2 area.

Only if there are other reasons why you need NEMA4x protection, like washdown resistance, etc...

Washdown is a good reasons for NEMA 4x. There are downsides of NEMA 4a also, like condensation that can't dry out.
