WOW maybe the same guy did this. Same thing, branch circuit in UF feeding the garage, exposed in the basement, no cover, and energized.

Found this today. I'm assuming it's a 120/240 UF feeding a detached garage.
Not only are the two hots bare, but the neutral is connected to a separate NM cable. I'll investigate it more Monday.
Nut from me........we don't use 'em......Well.. at least it's accessible...

Mostly out terminal boxes, receptacles, switches light fittings come with screw terminals.Lucky for us they left plenty of free wire to work with!
