Wire protected properly upstream of a larger main breaker size

I have always thought it was OK to feed out of a panel with a properly sized breaker to feed a larger main breaker(of a sub-panel) that functions only as a disconnect.

But I had an inspector make a comment about it the other day so i got a little confused. I was not there to ask him to elaborate. The General contractor relayed it second hand.

So what is it?

Not a problem as long as the breaker on the supply end properly protects the conductors and the lugs on the larger breaker are rated for those conductor sizes.
