whats the best way to pull wire up a service riser 25' on utltiy pole. what type of pulley system is a good method? is there a pipe adaptor i could use
to attach to pole while pulling from riser up the pole?

Usually the utility guy is up in a bucket truck feeding down.

What size pipe and wire? If possible I like to install the wire in the pipe while it's still laying on the ground.

That's one way we do it, a choker around the pole with a sheave, or we feed into the top of the riser on the pole and pull out on the other end. Depends on a few variables.

Regarding the variables mentioned, if you need to pull the conductors/cables around the sheave, you may want to use a larger one than pictured to keep the bend radius larger than the manufacturer's minimum radius spec.
