USE wire would not normally be run within conduit, correct? I thought it was a "free air" type of cable.

USE-2 is a cable type in T310.4(A). Seems like an odd specification.

Yes it can be direct buried without conduit. Not sure what colors are available. Southwire does not list BOY colors.

This would get an RFI as I don't understand installing a cable directly buried in concrete. I read feeders concealed in concrete as the feeders being physically encased in concrete.

Don was commenting on the poorly written spec that you've posted. It sounds like they want a direct burial cable installed even within the pour without a raceway. Does something else in the spec tell you to use a raceway?

USE-2 can be single or a multi conductor cable assembly.

Also note that unless it has a second rating such as RHW or RHH, USE-2 cannot be used inside a building. In my area most of the USE available is not dual rated.
