If serving an above ground avgas fuel tank from a hangar building which is 400 feet away, and wire is underground the entire distance, is the entire length of run considered Class 1, Div 1, with seal fittings at the building and the tank or is there a distance at which the hazardous location begins?

Assuming there is a dispenser the boundary goes out to 20 ft from the dispenser enclosure unless it is the overhead pump type. You would need to seal both ends nearest to the point they leave the ground per Art 514.8

Also for the Hangar itself if the conduit comes up inside then the lowest 18" inside the hangar is a C1D2 which would require a seal off due to the classification bounday change per 501.15(B)(2). So if you bring the counduit up unbroken for at least 18" inside the hangar then put your seal fitting you can kill two birds with one stone so to speak.

If the conduit comes up on the outside and then stubs into building as I suspect would be the case here then you would need to put a seal where it comes up out of the ground and then just make sure your stub into the building at a height of greater than 18" above the floor so that you are not crossing another classification change boundary.

Hope this helps....
