using a 200a service to a commercial building do i need to use 2/0 thhn or 3/0 thhn copper - 2/0 is rated for 195 but shall not be loaded more than 80%

The NEC does not state that you can not load a conductor more than 80%

thats what I thought also I only know of 2 instances where the 80% rule applies and that is on 15 and 20 amp general purpose circuits.

The 80% rule which is really the 125% rule only applies to continuous load circuits. The maximum load rating of 15, 20, and 30-ampere branch-circuits is for cord-and-plug connected loads.
