It would be based on the secondary conductors.

(1) System Bonding Jumper An unspliced system bonding jumper in compliance with 250.28(A) through (D) that is sized based on the derived phase conductors shall be used to connect the equipment grounding conductors of the separately derived system to the grounded conductor.

I would add that table 250.66 only goes up to 1100 kcmil. If your secondary conductors are larger than 1100 kcmil you'll need a system bonding jumper sized at 12.5% of the secondary conductor's size.

I have 2sets of 250kcm pri. and one set 500kcm sec. ? what do i base my conductor size ( x0 bond ),on. pri. or sec. ?
FYI- 480 v -480/277 ,225 kva ,G.P. xfmr, delta-wye.cnfg.
