in order to feed a 200 amp panel that is 450 feet away from service provider what size wire should be installed.( do I need to derate)

There is not enough info here to help you out you need to give all the facts.

But using the free voltage drop calc from Mike Holt, Voltage Drop

240 volt feeder drawing 200 amps with a length of 450' would need 4/0 copper or 350kcmil Al.

This would be with a 5% or 10 volts of voltage drop.

Move to 3% drop and you need 350kcmil copper or 2 300kcmill AL in parallel.
