Wire splices in panelboards

I have two questions. Does anyone know where in the NEC that its stated you cannot splice wire in a panelboard? The panel is one ckt short and have stated you cannot splice into another ckt in the panelboard. I know this would be bad practice to start with but the powers above me are pressing to do this unless I give them a direct answer why not. Also, I cannot find any place in the NEC that prevents me from placing 2 wires on BAB Eaton panelboard type breaker. Checking with Eaton I see it lists (1) wire per connection but does not directly state you cannot double up the wire on a termination.

Of course you can splice in an electrical enclosure.:)

312.8 Enclosures for Switches or Overcurrent Devices.

Enclosures for switches or overcurrent devices shall not be
used as junction boxes, auxiliary gutters, or raceways for conductors
feeding through or tapping off to other switches or
overcurrent devices, unless adequate space for this purpose is
provided. The conductors shall not fill the wiring space at any
cross section to more than 40 percent of the cross-sectional
area of the space, and the conductors, splices, and taps shall
not fill the wiring space at any cross section to more than
75 percent of the cross-sectional area of that space.

Just for giggles, if I had an extra 2 pole breaker can I feed one leg with ckt 1 and the other leg with ckt 2.
 
Just wondering why it would depend. A MWBC would require a double pole CB or a handle tie so in that case you would be covered by using a two pole. Two, two-wire circuits could also use the same 2 pole CB. Is there a scenario where using the 2 pole is not permitted?

I think it most specifically did. If it says one, that's all you get.


That's like saying its okay to drive 102mph in a 60mph zone, because the sign did not specifically say you cannot drive 102mph. :)

Different panel boards. Unlikely yes. Possible maybe.

I did not want to give a blanket yes without knowing the facts.

Depends was because I wanted him to read it. We all remember things better when we read them ourselves.
 
This would be the same panelboard and did review 210.4
I will splice the wire and run to the breaker. The load for the two ckts are small and this will solve the problem. I just don't like doing anything strange and prefer the conventional neat way as things are intended. Thanks again!
