In the whole house installation, we use a 200amp transfer switch with service disconnect. We run the metered service wire from the meter into the transfer switch. We then run the wire through the meter enclosure into the house through the original opening and conduit. Some installations require us to splice the wires in the meter enclosure. Is this installation in accordance with N.E.C.

The NEC does not require a meter, its more of a question for your POCO. Ours won't allow what you describe.
