I know that the NEC standard for 16 awg wire is 8 amps but what if the voltage would not exceed say 32 volts dc would the current rating be the same or would it go up? If does increase where do I find out what is acceptable?

The current rating is the max continuous current regardless of the voltage.

When you deal with low voltage it is the resistance, not the ampacity, to consider in your design.
