Wire tapping inside a branch circuit panel

I am inquiring to see if you are able to tap wires inside a branch circuit panel in a new construction facility. I am disagreeing with an older member of my company he says there is no limit to what size wire you are able to splice in a panel. It is a number 6 aluminum conductor. I looked in the code book but did not have the time to be to thorough in my search. Is it allowed or not, and what size is acceptable?

The limit to the size of the conductor permitted to be spliced would be based on the size of the enclosure and how many other conductors occupy the area of the splice.
