wire tray , use of

I have wire tray with low voltage from MDF out to IDF and for cooper drops in the warehouse to pcs and such. our maintenance folks hung banners from the tray by looping chain intro tray and out on the edge to support the banners. This seems like issue since can damage cables when pulled and use of tray is not to hang items. is this code issue, maybe NEC 392.5(B) or other?

The wire tray is listed for support of cables, and not signs. Banners OK, but what about a sheet of plywood?

There is no definition of common sense in the NEC...

They have since hung more banners but the chains are running vertically in the middle of the horizontal tray up to a piece of strut is that not a violation ? or BISCI issue?
