our company is just designing a T5 fluorescent lamp,driven by electronic ballast,enclosure is made of plastic,my problem is how to decide the size of wire (inside the enclosure) connect ballast to the lamp tube

Yes if you are talking about conductors that will be installed in the field by tradesmen, then 402.6 does not allow fixture wires smaller than a #18 AWG. But if you are talking about a complete manufactured luminaire then you need to obtain the UL 1598 standard from UL and go by this standard. Manufactures are under a different set of rules and can have much smaller wires when applying engineered wiring. So you need to contact UL for this info.
