Wires passing through a panel

I thought it was a code violation for wires from one panel or system to pass through another panel. The thought being if you shut down the panel and lock it out you still have live wires in the panel. I could not find it in the code anywhere. Was this removed from the new code or am I mistaken?

As much as what you say makes sense, you can use a panel as a junction box or raceway.

Never assume when you kill a panel feeder that all the conductors are dead, a non contact tester is good for checking the whole enclosure quickly.

Here is the code article, make sure you read the whole article because if you stop reading to soon you get a different answer. ;)

312.8 Enclosures for Switches or Overcurrent Devices.
Enclosures for switches or overcurrent devices shall not be used as junction boxes, auxiliary gutters, or raceways for conductors feeding through or tapping off to other switches or overcurrent devices, unless adequate space for this purpose is provided. The conductors shall not fill the wiring space at any cross section to more than 40 percent of the cross-sectional area of the space, and the conductors, splices, and taps shall not fill the wiring space at any cross section to more than 75 percent of the cross-sectional area of that space.
