Wireway For Utility, NFPA 70 230.11

I have a project that has 6 buildings (consisting of multiple townhomes 3-5 per building), and (3) 75kva transformers 120/240V to power the site (1xfmr per 2 buildings). The utility has requested we have a meter and disconnect mounted to each unit, which is acceptable per NEC as long as we provide Fire department/first responders proper labeling of where other disconnects are on exterior of each building. Ideally i would have one feed from the transformer to Townhome #1 which hits a wireway, townhome #1 taps off wireway and feeds meter/disconnect, wireway has second feed tapped to serve townhome #2 and so on..

My questions: The utilitys construction handbook mentions they provide meter, CT and wiring connecting the two. Typically in my experience E.C doesnt touch anything upstream of utility meter. Would utility be responsible for figuring designing and providing wireway, or is Design Engineer/EC typically responsible for this?
