Wireway (Trough) Debate

Alright so here,s what I have. This has already been inspected and passed but my boss came in and pretty much trashed the whole thing and wants me to have my guys rework.

11 - 1 inch o cal emerging from slab on which I installed a 10x10x 5ft wireway.

On top of the wireway we have two lighting panels. 40 circuit 3 phase On the left 150 amp on the right 100 amp

Between both panels (That is between panel and trough) I have Three two inch galvanized nipples

Both panel feeds were brought down the left side of panels from overhead into trough and into the first nipples as the mains are on bottom and this kept feed conductors out of panel .

The debate is, My bosses contention is that I should have my spacing between conduits as he points between the one inch slabbed branch circuits on the bottom of wireway and the two inch feeder emts from above on the top of the wireway as if it were a pull or junction box. Ive been doing this a long time and theres just no arguing with him. Opinions??

Here's some pics of a job I did a few years ago, although I used chase nipples rather than nipples because the panels were so tall. 10x10 gutter. Is this similar to what you're doing?

If it is, I'm not sure what the problem is?

EDIT: Pics look a little blurry now that I see them blown up. Oh well.

Cow Thanks for that. In essence aside from a few differences that us almist identical to what I have. Ive been doing this 40 years and for the life of me I cant figure some bosses out . Thank You

It looks like 3” PVC entering the wire way from the slab.
How is this exempt from the box sizing rule?

That's 2 inch, but if I'm missing something as far as sizing gutter, someone let me know?
I can't tell from the pictures about the bottom entries but for the right panel (middle enclosure) feeders, when 4AWG and larger, you have to meet the sizing requirements of 314.28. If you used 2" chase nipples for them, the wireway would have to be at least 12" wide. If the other chase nipple with 4AWG or larger is in the same row, 14" minimum.
