- (2) 2 1/2" conduits installed in a 4" x 4" x 24" long hinged cover wireway
- (3) 350 mcm and a #3 ground installed in conduit

The conduit comes into the end on one side and out the top on other end (like an LB).

Is this NEC compliant?

almost.... The 350 requires the distance to a removable cover to comply with 312.6(A) which list 350 at 5".
Using the wireway as an LB is fine but with the 350s your wireway would need to be a 6x6

314.28(A)(2)exception sends me to 312.6(A), which states I need 5" as min. for 350 mcm, its a 4" trough so its a violation. Thats my thought, looking for confirmation

References are correct... but it all starts under 376.23 (assuming it's a metal wireway).
