Wireways and how to size them?

I was told by an engineer and I can not get my fingers around as it seems to be circular. I have a 3-2" conduits and 3- 1 1/2" conduits entering the back of a 8 x 8 x 48" wireway. I was told I have to use the pullbox code as it is used as a pullbox not a wireway, thus using the 6 times the size of the largest conduit which would ultimately be 12" plus the additional measurement of the additional conduits which would be a wireway of 18" minimum. Is this correct and also what determines if this is used as a pullbox or wireway.​

For wireways with # 4 awg or larger,used as pull,U or splice boxes, the distance between raceways enclosing the same conductors need to be 12" apart from each other. This would be for each group of conduits. Since your coming in the back of the wireway the distance to the cover would follow table 312.6A.

The way i see it, you would need a 24" wireway to keep 12" between raceways enclosing the same conductors.
