Does 6-12 foot rule for receptacle spacing in dwellings also apply to a building going to be used as a museum? My guess is not but if so or where in NEC can specific rules for wiring such a building be found in section? Thanks

In general, there is no requirement to install receptacles in other than dwelling units. It is a design issue, and not a code issue, in non-dwelling occupancies.
 
If there are "meeting rooms" that meet the criteria in 210.71 would have address the number of receptacles in those rooms.
