Wiring a new outlet next to load center

I have all the materials I believe I need to add an outlet right next to my load center in the basement, but I wanted to check to see if there might be any code violations to worry about. I will be mounting a single 120V 15A dual outlet receptacle into a dual gang metal box with a metal cover plate. The box will be mounted right next to the load center, screwed to the wall and using a 3/4" rigid offset between the outlet box and to load center (about 3 inch distance) and I intend to use 12 gauge NM cable from the outlet, through the offset nipple to a spare breaker. Ground on the outlet will run to the grounding screw inside the outlet box, then to the ground terminal inside the load center. The white will go to the neutral bar and the black will go to the unused 15A breaker. No clamps are expected be used, since the offset nipple is considered a short raceway between two metal boxes. Does anyone see any issues with this approach? I'm waiting to hear back from my electrician friend, but in case he doesn't respond...Does THHN wire need to be used instead of NM/Romex? Are cable clamps required in this scenario?
