That might comply with 300.12 (or might not), but in the case of a junction box, wouldn't it violate:

314.17 (A) Openings to Be Closed. Openings through which conductors enter shall be closed in an approved manner.

It uses the word "approved". certainly the entity in charge of such approvals could accept the idea of the floor closing the opening.
