If I understand you correctly the motor itself had 7.2 amps listed on it but the spa tub diagram asked for a 20 amp circuit.
If that is the case you need a 20 amp circuit per 110.3(B).

If they gave a wiring diagram i think thats part of the specs.Do think for the few pennys it cost i would have used #12 to start with.

just for the record the. the diagram was a real simpal one, printed on the side of the tub not any specs,it just happen to show a 20 amp gfi outlet were the plug would go. and its not a issue of saving a few pennies on wire. but that for a long time we have wired IAW the plate specs not a vague diagram on the tub. If the makers of the tub wanted 20 amp than why not a 20 amp plug and why not 12awg cord? if the diagram has higher athority than a gfci brake would not be allowed it is not shown on the diagram.

OK am i right or wrong ? 310.16 says that 14-2 is good for 20 amps and 240.4 g includes motors.So only thing needed to be changed is breaker and receptacle outlet ?

I'm not that fimiliar with the wiring for a spa but I think the minimum requirements needs to be more Specific. If unit has an "Minimum Circuit Ampacity" (MCA) value then that would be the minimum size wire. If the unit has a "Maximum Overcurrent Protection" (MOCP) value then that would be the largest possible breaker size can be used. But, the MOCP is just that, it's a maximum value and you could install something smaller as long as you don't violate any other codes or manufacturer's installation instructions. Does the spa come with any other loads such as heaters that would effect the circuit ratings?
