Wiring Docks

I am doing research on dock wiring methods. I have been reading a lot about electrocution and drownings associated with faulty wiring. Everything I have read has taken place in fresh water. I am assuming there is less of a risk in salt water, because its a better conductor then the human body?

I may be wrong, however I believe there is less step potential or gradients in saltwater than fresh, leading to more electrocutions in the latter, everything else being equal.
