Wiring for a 2'x4' recessed fixture

There are 4 MC cables attched to the fixture. Three of them are the branch circuit for lighting, the other is to feed an emergency ballast. I thought you can't use a fixture as a junction box? This a typical wiring method for ALL the fixtures installed...... Comments?

As long as it feeds the fixture, and not a circuit that passes through without connection you can.
