Wiring for jockey pump = tap rule?

If using a pullbox to tap and supply power for a jockey pump controller and a fire pump controller, do these conductors follow the tap rule?

For instance if a fire pump is a 100 HP, the conductors originating at the pullbox are 500 kcmils but this would make the 3/4 HP jockey pump conductors very over sized if following tap rule?

They would be on the load side of the service connect
Then they are feeder conductors and tap rules apply.

I haven't done many fire pumps, but from my recollection you need a pretty stout service disconnect rating if it isn't within a listed fire pump controller, as it needs to be able to carry locked rotor current of the fire pump plus any other loads connected indefinitely. Using fire pump controller listed as service equipment and supplying it with service conductors simplifies this issue, someone else designed the overcurrent protection of the assembly.
