The requirements in 517.63(A) need to be met even if there is an essential system installed. The title of 517.63(A) was changed in the 2011 NEC to reflect that this requirement is not an emergency lighting unit as previously termed but is an additional battery power lighting unit that is used to provide light until the generator can fire up.
