Wiring in parking structure slabs

Is there a difference between running wiring in a raised slab that has vehicular traffic and wiring within a slab on grade with vehicular traffic. My opinion is that there is no difference as long as the wiring is physically within the slab on grade. If however the wiring is below the slab on grade, then I would have to follow the requirements of 300.5.
