Wiring in steel column?

I have a 14" square column that is 1 1/2" thick and 18' high that supports a canopy inside this column is 2-2" conduits and 1-1" conduit 2 conduits which are being used for traffic lights and over head lighting. The cables are type XHHW-2
run free air inside.
Now the spare conduit Ineed to use for sign lighting but the inspector is telling me I must use sealtight inside this column to prevent water or condensate to enter and made the statement that the column could not be used as a raceway his claim is that the column is not UL Listed is this really a legitamate claim and can't see any real code violations the stubs are bonded sois the steel would this not be comparable to light posts I have never really seen a Ul Label on all Light posts

A lighting standard is allowed to be used as a raceway see section 410.15(B) The words as a raceway was added in the 99 NEC to clarify it is a raceway and conductor seperation may be required.
The column does not have to be listed. Listing is one way the AHJ can accept a product take a look at 90.4
