wiring inside a generator enclosure

I am installing a 400kw generator with a sound attenuated enclosure. This is going on an existing pad with underground raceways previously installed. I would like to run the load conductors out of the enclosed factory mounted breaker enclosure free air to the underground raceways which are stubbed up just above the pad. I would put grounding bushings on the raceways as they are RGS. The enclosure is locked, allowing only authorized personnel access. Would this be permissible or do the raceways need to extend all the way to the breaker enclosure?
 
well as you describe it, it would be a violation of 300.50 2(C). I have been in transformer vaults where free conductor was above 8' with a locked door and a "danger: high voltage" sign. Those were kind of old. There are other things too look at, but 110.26 and 110.27 have provisions that might allow it as long as it is above 8'.
