Maximum imbalance, two phases are 0A and one phase is 39A, neutral is 39A.
With 8 chargers the neutral would be 13 amps.
Nine chargers at 39a per phase equals three chargers at 13a per phase. When you start with a balanced circuit with zero neutral current, then deduct 13a from one phase, the neutral current rises by that same 13a. That's why 20a on two phases causes 20a on the neutral.
