Wiring to Kitchen Island

I have a center island in a kitchen on a concrete slab. I am chipping up the concrete and putting in pvc pipe. My first thought is to sleeve romex through the conduit. My question is if this is considered an underground instalation and therefor the interior of the PVC is a wet location? If this is the case would UF be better to be installed?
 
If the slab is on grade then you cannot use NM cable. I usually use UF in those situations.

Location, Wet. Installations under ground or in concrete slabs or masonry in direct contact with the earth; in locations subject to saturation with water or other liquids, such as vehicle washing areas; and in unprotected locations exposed to weather.

Is raceway complete from enclosure to enclosure? If so why not THWN? It will pull easier than UF, will strip easier also.

If just a sleeve to get from one point to another then the UF cable is about your only choice.

Using a complete raceway on an island is very difficult, IMO. If they island is moved a tiny bit you will have trouble. I would never opt for that option-- too many things can go astray.

I certainly could schedule it and have done so for other reasons but why should I make more work if the end product is the same. I have no problem with UF.

No,no,no,no, you are looking at it the wrong way. It takes a true professional to handle UF. The stuff is not for the untrained.
 
Plumbers always box out a larger area in a slab floor for tub and shower drains so they don't have to be precise with the drain location at concrete pouring time. Not saying anything is wrong with the UF idea - I would probably do that myself 99 times out of 100.
 
UF in a cabinet won't fly 'round here. It needs to be sleeved.
If it is behind drawers we do not sleeve it however if it is an open cabinet we do sleeve it. Still, IMO easier since the UF can run in the toe space and then come up where you want it.
