Wiring trough

I have several existing panels and am adding another they are all on the same wall outside.. its a big wall.. I have existing panels that are 4-6" away from the wall... I'd like to put 2 12x12x72 wiring troughs well above the 6.5ft or top of the panel workspace requirement.. as I understand the nec code it states "in the workspace wiring troughs cannot extend more than 6" above or below the panel.. is this the correct understanding? I know why they made that code.. so you don't set a transformer in front of the panel.. or have something sticking out inhibiting your ability to work in the panel.. just wondering if my understanding is correct..?

Equipment such as raceways, cables, wireways, cabinets, panels,
and so on, can be located above or below electrical equipment, but
must not extend more than 6 in. into the equipment’s working space...

So does this mean I can have a 4" panel that stands oh let's say 7ft high with its last breaker no more than 6.5 ft from ground level and the top being oh let's say 7ft above ground level to the highest panel and a 12x12x72 wiring trough feeding multiple panels or safety disconnects sitting at 8 or 9 ft at the bottom? Is that a correct understanding?

Above 6.5' or the height of the equipment, whichever is greater is not within the workspace and installing the wireway above that elevation would not be a violation of 110.26(A)(3).
I also do not see it as a violation of 110.26(E) as the wireway is not foreign to the electrical installation.
