wiring under mobile home

Going to clean up NM cable hanging down all over the place under mobil home. 550,15H states must be in conduit approved for use where subject to physical damage. Really??? How would it be damaged under a home? Actually, it says approved for wet location OR subject to physical damage, so technically just need one or the other. I'm thinking sch40 pvc or ENT. Should be correct, right? Also, can someone tell me about RTRC? Just happen to see it in the code book today, never heard of it
 
We must also consider the fact that the word "mobile" is in the name. Though that alone doesn't necessarily make the underside a wet or damp location either IMO. Dry locations can temporarily be wet at times.

This is just as debatable as NM cable run to outdoor lights, AC disconnects even though they are tight against the wall and cable enters the rear, wiring above ventilated sofit panel, etc.

Or, NM cable in Jamaican block buildings that have no insulation or such... so in rainy season you see water stains on the paint...

While a mobile home is on the road, the underside is vulnerable to damage by rocks and other debris kicked up by the tires of the truck towing it, and by bottoming out when driving over potholes, curbs, or driveway approach aprons that are too steep or too short.
 
As Electricians, we live and die by the NEC. However, before we get a mobile home, the manufacture has to build it. They operate under federal regulations by HUD(housing and urban development). The CFR (code of federal regulation) governing mobile home manufacturing wiring 3280.808 states that wiring must be in accordance with the NEC and wiring under the chasis is considered in a wet, wet, location.

I expect that once you get below the home "wrap", you are in a wet location. So, if you can fish it above that wrap, if you cannot see it under the home, it is not wet.

Did NEC make some changes and now has wet location as well as wet, wet location?
