Does walking freezers required a disconnect on compressor on top of unit or disconnect in sight of machine is enough? this is an outdoor unit, and when is required to fused?

The unit is only required to be fused if the dataplate specifically says "maximum fuse size...." instead of "maximum fuse or breaker size". If it says fuse only, the typical place to accomplish that would be by way of a fused disconnect.

Look at 440.14 and the definition of readily accessible. In my opinion it must be on top of the unit as it must be "readily accessible" from the refrigeration equipment.

well unit would be installed outside (back yard of small seafood store) and unit is 7' foot high and wall where I wanted to install it is 15' away
