I heard somewhere that if you had your master electrician license for so long ( I am not sure how long) you can take a few classes and then obtain your electrical design engineering degree? Anyone ever hear of this? How do I do it??????

No you may not get a degree.

Wisconsin does have a Designers license which is kind of like a limited PE license.
